366 <br /> March 27, 2023 <br /> ORANGE COUNTY <br /> Mr. Lyle Overcash, PE <br /> Kimley-Horn and Associates, Inc. <br /> 421 Fayetteville St. Suite 600 <br /> Raleigh,NC 27601 <br /> Subject: Proposed Lawrence Road Development <br /> Located on U.S. 70 A and SR 1709, Lawrence Road <br /> Review of Traffic Impact Analysis (TIA) <br /> Dear Mr. Overcash, <br /> Pursuant to NCGS 136-18(29a) and 19A NCAC 02C.0116, District and Municipal <br /> School and Transportation Assistance Unit(MSTA) staff have completed review of the <br /> TIA and preliminary site plan for the above subject. Based on the information provided, I <br /> offer the following comments. <br /> General: <br /> The proposed site consists of an 800-student grades K-8 charter school, a 600-student <br /> grades 9-12 charter high school and a recreational area. The site is proposed to be <br /> accessed by one full-movement access on Lawrence Road and one full-movement access <br /> on U.S. 70 A. The development is proposed to be fully built out by the year 2025. <br /> Anticipated trip generation for the schools was calculated using the MSTA "School <br /> Traffic Calculator" and anticipated trip generation for the recreational areas was <br /> calculated using ITE trip generation data and local data collected by the consultant for <br /> similar facilities located within the region. The K-8 charter school is expected to generate <br /> approximately 1723 daily trips with average and high- demand internal queues of 3395' <br /> and 4414' respectively at design student capacity. The 9-12 charter high school is <br /> expected to generate approximately 1334 daily trips with average and high demand <br /> internal queues of 2116' and 2751' respectively at design student capacity. The <br /> recreational area is expected to generate approximately 828 daily trips at full build out. <br /> The TIA states that bell schedules for the two schools will be staggered by at least 45 <br />
