363 <br /> MEMORANDUM <br /> TO: Chuck Edwards, NCDOT <br /> Lyle Overcash, Kimley-Horn <br /> CC: Cy Stober, Planning Director <br /> Taylor Perschau, Current Planning Supervisor <br /> FROM: Nishith Trivedi, Transportation Director <br /> DATE: January 31, 2023 <br /> SUBJECT: Lawrence Road Development - TIA Review <br /> The following memo summarizes Orange County Transportation Services (OCTS) <br /> comments on the Lawrence Road Development — Traffic Impact Analysis (TIA) report. <br /> OCTS staff requests the following be addressed: <br /> Recommendations: <br /> US 70 Alternate at Lawrence Road <br /> • No additional improvements recommended <br /> US 70 Alternate at NC 86 <br /> • No additional improvements recommended <br /> US 70 at Lawrence Road <br /> • Recommendations may not improve level of service (LOS) effectively <br /> o Request considering an exclusive southbound right turn lane with 75 or 100 feet <br /> of storage plus taper, or slip lane to support the recommended and perhaps <br /> improve LOS <br /> US 70 at US 70 Alternate <br /> • TIA Report documents "notable crash history with injury" <br /> o Orange County has a Vision Zero policy and requests additional safety <br /> improvements (e.g. signs, speed reduction, etc.) be provided. <br /> • Recommendations may not improve level of service (LOS) effectively <br /> o Build-out intersection is significant impacted by the development, level of service <br /> failures for east and west bound are am peak x11 and pm peak x2 respective <br /> o Request intersection be converted to two lane roundabout <br /> ■ Low traffic volume along the side street (Palmers Grove Church Road) may not <br /> warrant a traffic signal. <br /> ■ RCUT — Superstreet — may help improve LOS at the intersection but reduce it <br /> along the road segments, possibly resulting in mobility and safety problems <br /> along US 70 and US 70 alt. <br />
