Analysis <br /> Staff Analy <br /> As required under Section 2.8.5 of the UDO, the Planning Director shall cause an analysis to be made <br /> of the application. In analyzing this request, the Planning Director offers the following: <br /> 1. The application is complete in accordance with the requirements of Section 2.9.1 (C) of the UDO; <br /> 2. The proposal is consistent with the 2030 Comprehensive Plan, furthering the following goals: <br /> a. Land Use Overarching Goal: Coordination of the amount, location, pattern, and designation <br /> of future land uses, with availability of County services and facilities sufficient to meet the <br /> needs of Orange County's population and economy consistent with other Comprehensive <br /> Plan element goals and objectives. <br /> b. Land Use Goal 3: A variety of land uses that are coordinated within a program and pattern <br /> that limits sprawl, preserves community and rural character, minimizes land use conflicts, <br /> supported by an efficient and balanced transportation system. <br /> c. Land Use Goal 6: A land use planning process that is transparent, fair, open, efficient, and <br /> responsive. <br /> 3. The requested zoning district, MPD-CD (Master Plan Development - Conditional District), is <br /> consistent with the 2030 Comprehensive Plan, Appendix F, Relationships Between Land Use <br /> Classifications and Zoning Districts; and the Town of Hillsborough/Orange County Central Orange <br /> Coordinated Area (COCA) Land Use Plan. <br /> 4. The 2030 Comprehensive Plan, Appendix G, Land Use Classification and Overlay Locational <br /> Criteria, identifies 20-Year Transition Areas as land designated in the Comprehensive Plan as <br /> being located in areas that are in the process of changing from rural to urban, that are suitable for <br /> urban-type densities and should be provided with public utilities and services within the second 10- <br /> year phase of the Comprehensive Plan. <br /> 5. The Town of Hillsborough/Orange County COCA Land Use Plan identifies Mixed Residential <br /> Neighborhood areas as "[d]evelopments [that]... may integrate a variety of supportive commercial, <br /> public and semi-public uses and open or public space. Small developments that provide only <br /> supportive non-residential land uses in an infill arrangement serving more than 50 dwelling units in <br /> a walkable manner may also be considered." <br /> 6. The applicant has provided a basic environmental assessment as part of this submittal. Staff has <br /> reviewed and determined no significant environmental impact is expected from this project based <br /> on existing conditions. <br /> The proposed development is consistent with existing/anticipated development within the area and the <br /> land use associated with the project is compatible with various 2030 Comprehensive Plan goals <br /> detailed above. <br />
