Draft Ordinance, Including Proposed <br /> Conditions <br /> PURPOSE: To review and make a recommendation to the Board of County Commissioners <br /> (BOCC) on an applicant-initiated Zoning Atlas Amendment to rezone a 190 +/- acres (PINs: <br /> 9841-52-7281, 9840-79-5091) located at 4801 and 4901 Dairyland Rd., Hillsborough within the <br /> Bingham Township of Orange County. The proposed rezoning is: <br /> FROM: AR (Agricultural Residential) <br /> TO: R-CD (Residential Conditional District) <br /> BACKGROUND: On December 8, 2022 a Conditional Zoning Atlas Amendment application <br /> (Attachment 1) was received proposing to rezone 190 +/- acres of property at 4901 Dairyland <br /> Rd., Hillsborough, within the Bingham Township. The Staff Report in Attachment 2 contains <br /> additional information, maps, and analysis. Approval of a site-specific plan is part of the <br /> conditional district rezoning process, and the site plan and any agreed-upon conditions are <br /> binding to the development footprint permitted for the zoning district. <br /> Basic Review Process: A conditional district rezoning application requires submission of a site <br /> plan and other documents, in accordance with Section 2.9.1(C) of the UDO. The typical <br /> cadence for the review is as follows: <br /> • FIRST ACTION — Applicant holds a Neighborhood Information Meeting (NIM). <br />
