The Project Study Area (PSA) is approximately 85.8 acres and is located east of
Lawrence Road, west of Piney Grove Church Road, south of US-70A, and north of I-85.
As part of the Orange County Planning Department's review process, an Environmental
Assessment (EA) application, Biological Inventory Report (BIR), and mitigation plan
(dependent upon jurisdictional waters impacts) were requested. The following BIR has
been prepared to meet the County's request.
2.0 METHODOLOGY
Three Oaks Engineering Inc. (Three Oaks) staff members Michael Wood (LSS, PWS,
M.S.), Nathan Howell (M.S., PWS), and Tom Dickinson (M.S.) completed field work
within the PSA on November 28 and December 8,2022. Water resources identified within
the PSA have not yet been verified by the United States Army Corps of Engineers
(USACE) or the North Carolina Division of Water Resources (NCDWR). It is expected
that these resources will be covered by USACE under a Preliminary Jurisdictional
Determination (PJD) Package. A list of the principal personnel contributing to the field
work and document are provided in the Appendix.
3.0 TERRESTRIAL COMMUNITIES
Three terrestrial communities were identified within the PSA.
