239
public streets. However, volumes generated by the recreational uses are not high
enough to warrant turn lane improvements on the main roadways, Lawrence Road and
US 70 Alt. These turn lanes are only required with the school uses.
The all-way stop at US 70 Alt and Lawrence Road is projected to operate at LOS E/F in
the 2025 Background condition without any site traffic added. The recreational traffic
has minimal impact to this intersection. This location could benefit from signalization
regardless of the proposed development. Through signalization alone with no turn lane
improvements, as noted above, the intersection would greatly improve to LOS B.
Conclusions
The analyses indicate that with the recommended improvements in place, the study
intersections are expected to operate at acceptable levels-of-service in all peak hours
with the exception of the minor street approaches of the unsignalized intersections.
However, It should be noted that long delays are not uncommon at unsignalized minor
street approaches at mainlines with heavy through movement volumes and no queueing
issues were noticed in SimTraffic simulations. The recommended roadway Ianeage for
the projected (2025) build-out traffic condition is shown on Figure ES-1.
