Through the school process <br /> di over two years, concem has been overcrowding n t elected officials at both the county school <br /> districts and municipal levels that d parents have in the schools could jeopardize th the quality <br /> education met <br /> SLUG),, receive and Parente have come to and staff In members Schools & Land <br /> Use Councils (SLUG),districts committee of elected officials and staff members from the <br /> County's adroit ning ways antl towns of superior Centers, Chapel dill and dills borough, began the <br /> process of designing ways to ensure superior schools without unduly jeopardizing growth. <br /> This committee began to look at the issue of linking new development to the capacity of schools <br /> as a way to help ensure quality schools in Orange County. This committee was developed a <br /> School Adequate Public Facilities Memorandum of Understanding (MOU)and model ordinance. <br /> This MOU and model claimants have been refined and approved as of November, 2001, by the <br /> Joint Schools& Land Use Councils into their current form. <br /> The MOU and model Schools Adequate Public Facilities ONinance in Its present form have <br /> been recommended far approval to the four jurisdictions considering the ordinance. Before the <br /> ordinance can take effect, seven issues must be agreed upon: <br /> 1. Level of service limits at each school level (MOU Sealed 11 <br /> 2. Membership determination date (MOU Section f e) <br /> 3. Building capacity (MOU Section 1b) <br /> 4. Capital Improvement Plan (MOU Section l c(f) <br /> 5. Student Growth Rata (MOU Section 1c(ii)) <br /> 6. Student Projection Method (MOU Section Icong <br /> 7. Student Generation Rate per Dwelling Unit (MOU Section Ic(iv)) <br /> The MOU can be approved with the issues noted above as being resolved/addressed prior to <br /> the actual ordinance being added to the land development regulations <br /> FINANCIAL IMPACT: There is no financial impact associated with discussion of these issues. <br /> RECOMMENDATION($): The Manager recommends that the Board discuss these issues and <br /> concerns and provide any necessary comments to staff. <br />
