This timeframs is important because It <br /> may allow time for review and comment while still permitting both parties to adhere to adopted <br /> agenda review and distribution schedules. The timeframe of a five-0ay'lurnaround"for <br /> comments can be difficult In some cases, so an Increased timeframe may be warranted for <br /> certain projects. This issue can be discussed at the meeting. Possibly, a request could came <br /> forward from either jurisdiction asking for an additional but limited time extension in certain <br /> cases of interest. <br /> Either jurisdiction may request a joint meeting of the elected boards to discuss a development <br /> proposal subject to a courtesy review. The request shall be made in writing by the reviewing <br /> jurisdiction when comments are submitted or in writing by Me approving jurisdiction upon receipt <br /> of comments. When either party requests a joint meeting, the approving jurisdiction agrees to <br /> delay its approval process for the project in question in order to accommodate the joint meeting. <br /> If such a meeting is scheduled,the developer will provide five(5)additional copies of the a <br /> development proposal application. <br /> b) Coordinating County Comprehensive Plan & Hillsborough Strategic Growth Plan <br /> Orange County is updating as Comprehensive Plan which includes many aspects of planning and <br /> goal setting forotherpublio seMcesaM facilities. Since many aspects of planning births future do <br /> not easily followjuns lictlon boundaries,the had!for coordination and consistency between local <br /> governments is inportars to promote an orderly,tax efflclent growth plan which prudently allocates <br /> resources, Since Change County and Hillsborough are preparing plans for future growth,this could <br /> serve as a good opportunity to"compare notes'and tune the land use development potandal. The. <br /> consistent intent of both jurisdictions where Interests overlap such as the outer reaches of <br /> Hlllsborough's possible and primary water and sewer service area add economic development <br /> districts should be sought. Orange Cou rys planning staff Is willing to facilitate this coordinated <br /> Effort at Me appropriate time through staff Interaction or a short farm task force. <br /> c) Watershed Protection—Cedar Grove Reservoir <br /> Watershed! Protection and water quality have been at the forefront of considering the impacts of <br /> development, Accordingly,within Orange County'sjuradiction,watershed zoning overlays have <br /> been setto reduce impervious areas antl, In some cases,Me reduction of residential density to <br /> preserve critical and protected watersheds. These watersheds and the reservoirs,Mardi serve the <br /> primary needs ofpublic water provision in the urban areas of the county. With the addition cf Cedar <br /> Grove(West fork of the Eno)reservoir by Hinsborcugh, similar interests lie sigh Orange County to <br /> continue their long standing commitment 0 improve water quality in Me region through various <br /> methods. <br /> With input and support from Me Town of Hillsborough, Orange County ran examine ways to <br /> evaluate the Upper Eno Watershed to promote water quality and, thereby, reduce eventual <br /> water treatment costs, and heighten the environmental health of the Eno River system. <br /> d) Schools Adequate Public Facilities Ordinance <br /> Staff will provide a report on the status of the proposed implementation of the Schools <br /> Adequate Public Facilities Memorandum of Understanding (MOU)and Schools Adequate Public <br /> Facilities Model Ordinance. <br />
