Phone: (336)449-1144 PO Box 10, Whitsett, NC 27377 Fax: (336)449-1151
www.SASSERCOMPANIES.com
24 March 2023

Mrs. Angel Barnes
Orange County Historic Courthouse
100 E King Street
Hillsborough, NC 27278
23-0059-114

Sasser Restoration was requested to inspect the property of the Orange County Historic
Courthouse located at 100 E King Street, Hillsborough, NC. The purpose of the inspection was
due to the formation of suspect fungal growth and confirmed by the testing of the Environmental
Solutions Group that the growth was in fact mold. It is suspicioned that the conditions within the
basement were created by the introduction of ground water at some point which affected the
organic materials, and was never dried out successfully. The conditions within the basement
seem optimal for the formation and spreading of the mold.

Sasser Restoration inspected the basement areas and conducted a limited asbestos inspection to
determine the needs and ability to demolition out the organic materials. Sasser Restoration has
also viewed the report prepared by the Environmental Solutions Group and has prepared a
proposal that will satisfy the criteria required within to be in compliance with the IICRC’s S520
(Mold Standard). Sasser Restoration is proposing the following:
Recommended Work:
• Set two (2) HEPA equipped negative air machines/scrubbers within the basement area of
the Historic Courthouse.
• Place the basement area under negative pressure to ensure that contaminates and
particulate are removed and vented from within the basement and not released.
• Seal off any areas where there could be accidental intrusions or releases into areas outside
the basement.
• Pallets will be removed and discarded.
• Court files and file boxes will be HEPA sandwiched on the exterior, elevated up off the
floor and sealed with 6-mil poly out of the air testing zone. (Files will be left contained
until needed and the files can then be entered and remediated if needed). The price to
remediate the files is not included within this proposal.
• Conduct the necessary demolition of all organic materials to include drywall, cove base,
carpet, insulation should any be present, and vinyl composite tiles that are releasing.
Ceiling tiles have been tested and are free from asbestos from the sampling and can be
removed if desired. The hard ceiling in the entry area will remain.
DocuSign Envelope ID: 80FB0F67-A8C9-4F21-A069-1E0BFFD6E22B
