5 <br /> 1 WHEREAS, this year's theme encourages each of us to study the history Black American <br /> 2 fortitude and commitment to establish a society where black life, like all humanity, can be fortified, <br /> 3 honored, and respected; and <br /> 4 <br /> 5 WHEREAS, we honor the generations of Black organizers, leaders, and all who resisted and <br /> 6 continue to resist inequities, systemic barriers, and deep Anti-Black bias, so that African <br /> 7 Americans not only survive but thrive as they consistently pursue the American promise of life, <br /> 8 liberty, and the pursuit of happiness; and <br /> 9 <br /> 10 WHEREAS; Orange County strives to uphold these ideals through an inclusive society where all <br /> 11 can thrive and look to Black History as an American History, fueled by perseverance and hope <br /> 12 for building a more equitable community; <br /> 13 <br /> 14 NOW, THEREFORE, we, the Board of County Commissioners of Orange County, do hereby <br /> 15 proclaim February 2023 as "BLACK HISTORY MONTH" and encourage all residents to honor <br /> 16 this occasion by learning more about the contributions of Black Americans in our Community <br /> 17 and the World. <br /> 18 <br /> 19 This the 21St day of February 2023. <br /> 20 <br /> 21 <br /> 22 Jamezetta Bedford, Chair <br /> 23 Orange County Board of Commissioners <br /> 24 <br /> 25 Chair Bedford and Commissioner Fowler noted some of the upcoming events honoring <br /> 26 Black History Month. <br /> 27 <br /> 28 A motion was made by Commissioner Richards, seconded by Commissioner Hamilton, to <br /> 29 approve the proclamation and authorize the Chair to sign the Proclamation on behalf of the Board. <br /> 30 <br /> 31 VOTE: UNANIMOUS <br /> 32 <br /> 33 Nathalie Volkheimer of the Human Relations Commission took a photograph of the <br /> 34 commissioners approving the proclamation. <br /> 35 Commissioner Richards thanked the HRC and Dr. Fairbanks for their work on this. <br /> 36 <br /> 37 b. OWASA Annual Update Presentation <br /> 38 The Board received a presentation and information from the Orange Water and Sewer Authority <br /> 39 (OWASA) on recent activities. <br /> 40 <br /> 41 BACKGROUND: At the beginning of each calendar year, OWASA representatives appear before <br /> 42 the Board of Commissioners to make a presentation on recent OWASA activities. OWASA Board <br /> 43 Chair Bruce Boehm and Jody Eimers and Ray DuBose, Orange County appointees to the <br /> 44 OWASA Board, will present the annual update. <br /> 45 <br /> 46 Jody Eimers introduced the item. She said that OWASA resumed standard collection <br /> 47 practices and that service disconnections have resumed if they have a bill more than 60 days <br /> 48 past due. She said that the OWASA team connected those delinquent with agencies providing <br /> 49 funding assistance. She said that OWASA received allocations of ARPA funding from the Towns <br /> 50 of Chapel Hill and Carrboro. She said OWASA participates in the Care to Share program which <br />
