14 <br /> 1 THREATS: <br /> 2 Commissioner Portie-Ascott said a threat is a lack of money and work force to accomplish <br /> 3 some of the things we want to do. <br /> 4 Commissioner Greene said a threat is encroaching development around the county. She <br /> 5 said the lack of affordable housing is a threat. She said the unemployment rate might be low, but <br /> 6 many people working in the county are driving in from far away each day because they can't afford <br /> 7 to live where they work. <br /> 8 Vice-Chair McKee said a growing population is bringing gentrification to Orange County. <br /> 9 He said other threats include high expectations and resistance to change. <br /> 10 Chair Bedford said increasing costs are forcing people out. She said mental health issues <br /> 11 area threat, especially for youth. She said climate change is a major threat. She said the General <br /> 12 Assembly cutting funding across service areas is a threat. She said the county's biggest threat <br /> 13 is recruiting and retaining employees. <br /> 14 Commissioner Richards agreed that the General Assembly is a threat. She said there are <br /> 15 competing interests with limited resources. She said population growth is projected to slow. She <br /> 16 said statewide, the projection is higher growth. She said she is not sure how that fits into planning. <br /> 17 She said it may be perception versus reality. <br /> 18 Commissioner Fowler said growth has led to tearing down affordable housing and <br /> 19 replacing it with unaffordable housing. She said transit may not be meeting the needs of <br /> 20 residents. She said school capital is a large need looming in the environment. <br /> 21 Commissioner Hamilton said there are a lack of people for human service employment. <br /> 22 She said that undermines the ability of schools to provide services. She said the demand from <br /> 23 elsewhere is driving up the cost of housing.
