4 <br /> 1 Chair Bedford would like more in-depth communication with people who do not usually <br /> 2 attend meetings. She said she'd like to see goals integrated into department work. She said she <br /> 3 wanted something that looked like the county's master aging plan with actionable items and <br /> 4 measureable goals. She said she'd like a 10-year horizon since government can move slowly. <br /> 5 Commissioner Hamilton said she'd like the measures to be used to make data driven <br /> 6 decisions. <br /> 7 Commissioner Portie-Ascott asked if the measurable goals will be integrated into the <br /> 8 budget. <br /> 9 Charlene Kirongozi said yes, the best practice is to align the budget to the strategic plan. <br /> 10 Commissioner Greene asked how unexpected challenges or opportunities are <br /> 11 incorporated into the plan. <br /> 12 Charlene Kirongozi said it is important to review, re-examine, and reframe. <br /> 13 Jonathan Grace said that organizations must give themselves flexibility. <br /> 14 Commissioner Fowler said some things are state mandated. She said it is important to <br /> 15 acknowledge that fact when creating the plan. <br /> 16 Chair Bedford said it is important for her to temper her own expectations. She said <br /> 17 mandated vs. optional/desired means that the Board needs to be realistic with the community. <br /> 18 Commissioner Portie-Ascott asked if the county is strategizing based on excess income <br /> 19 or based on the services the county is able to provide. <br /> 20 Charlene Kirongozi said it's both, and that the consultants would push the Board to be <br /> 21 aspirational.
