128 <br /> Applicant: Bob Hornick, and Brent Purdum <br /> County Employees: Cy Stober, and Brian Collie <br /> Discussion Summary: The majority of residents that attended the Neighborhood <br /> Information Meeting spoke against this rezoning to allow a retail use to be located on <br /> this property. The main sentiment being that the proposed development would take <br /> away from the rural character of the community and hurt local business owners. <br /> However, there was a handful of residents that vocalized acceptance towards the <br /> proposed development. <br /> Topics of Discussion: <br /> - Discussion about the outdoor lighting plan and how it could potentially <br /> affect surrounding properties. <br /> - The type of stormwater control measure that will be built. <br /> - Clarification of the existing building "condition". <br /> - How parking for commercial retail is calculated and why they were <br /> requesting to have less parking than the UDO requires. <br /> - How there are already enough Dollar Generals in the surrounding area <br /> and how they are poorly managed and maintained. <br /> - The need of a stoplight at the corner of White Cross Rd. & Hwy 54 W. <br /> - The President of the White Cross Volunteer Fire Department <br /> questioned the water source that would be used for fire suppression <br /> needs. <br /> - Discussion concerning the type, size, and location of signs. <br /> - The Hwy 54 W traffic widening plan. <br /> - Land owner rights <br /> - The traffic impact assessment study and why a left turn lane into the <br /> property off White Cross Rd. is not proposed. <br /> - Had Glandon Forest Equity (Applicant) conducted any market studies <br /> for the property. <br /> - Had a study been conducted on the past use(`s) of the property, and if <br /> soil test had been conducted to check for possible contamination. <br /> - Had the Planning Department or Economic Development conducted <br /> any studies pertaining to the effects on surrounding property value if a <br /> Dollar General was built on the proposed property. <br /> - Why a rezoning request for this property was allowed to be brought <br /> back before the Planning Board before the required year wait. <br />
