Attachment 3 <br /> 1 <br /> 1 DRAFT MINUTES <br /> 2 ORANGE COUNTY <br /> 3 BOARD OF COMMISSIONERS <br /> 4 LEGISLATIVE BREAKFAST <br /> 5 February 27, 2023 <br /> 6 8:30 a.m. <br /> 7 <br /> 8 The Orange County Board of Commissioners met for a breakfast meeting with the Orange <br /> 9 County Legislative Delegation on Monday, February 27, 2023 at 8:30 a.m. at the Orange <br /> 10 County Solid Waste Administration Building (1207 Eubanks Rd., Chapel Hill, NC 27516). <br /> 11 <br /> 12 COUNTY COMMISSIONERS PRESENT: Chair Jamezetta Bedford, and Commissioners <br /> 13 Sally Greene, Jean Hamilton, Phyllis Portie-Ascott, and Anna Richards <br /> 14 COUNTY COMMISSIONERS ABSENT: Vice-Chair Earl McKee and Commissioner Amy <br /> 15 Fowler <br /> 16 COUNTY ATTORNEYS PRESENT: John Roberts <br /> 17 COUNTY STAFF PRESENT: County Manager Bonnie Hammersley, Deputy County Manager <br /> 18 Travis Myren, Clerk to the Board Laura Jensen, and Assistant to Manager for Legislative <br /> 19 Affairs Greg Wilder (All other staff members will be identified appropriately below) <br /> 20 LEGISLATIVE DELEGATION PRESENT: Senator Graig Meyer, Representative Renee Price, <br /> 21 and Representative Allen Buansi <br /> 22 <br /> 23 Chair Bedford called the meeting to order at 8:40 a.m. All board members were present <br /> 24 except Vice-Chair McKee and Commissioner Fowler. <br /> 25 <br /> 26 Chair Bedford welcomed the legislative delegation. <br /> 27 The Board of County Commissioners, legislative delegation, and staff introduced <br /> 28 themselves. <br /> 29 Chair Bedford said that Vice-Chair McKee and Commissioner Fowler both had work <br /> 30 conflicts this morning and could not attend. <br /> 31 Chair Bedford noted the list of Orange County's 2023 Priority Legislative Issues is <br /> 32 consolidated from previous years. She said the legislative delegation already supports many of <br /> 33 them. <br /> 34 Chair Bedford reviewed the first item on the Board's list of priority legislative issues: <br /> 35 <br /> 36 Mental Health & Behavioral Health Services — Seek legislation to develop and fund <br /> 37 mental health and behavioral health facilities and services at the state and local level <br /> 38 that: <br /> 39 • ensure adequate State-funded mental health, developmental disability and <br /> 40 substance use disorder services and facilities are available, accessible and <br /> 41 affordable to all residents; <br /> 42 . include dedicated resources for community para-medicine projects and <br /> 43 enhanced mobile crisis response; <br /> 44 • support Medicaid reimbursement to EMS for behavioral health transport to crisis <br /> 45 centers; <br /> 46 • reduce the number of people with mental health issues in county detention <br /> 47 centers; <br /> 48 • ensure that state resources fund service provision costs, inclusive of crisis <br /> 49 intervention and treatment; <br />
