12 <br /> Attachment 2 <br /> 71 <br /> Staff Analysis <br /> As required under Section 2.8.5 of the UDO, the Planning Director shall cause an analysis to be made <br /> of the application. In analyzing this request, the Planning Director offers the following: <br /> 1. The application is complete in accordance with the requirements of Section 2.9.1 (C) of the UDO; <br /> 2. The proposal is consistent with the 2030 Comprehensive Plan, furthering the following goals: <br /> a. Land Use Overarching Goal: Coordination of the amount, location, pattern, and designation <br /> of future land uses, with availability of County services and facilities sufficient to meet the <br /> needs of Orange County's population and economy consistent with other Comprehensive <br /> Plan element goals and objectives. <br /> b. Land Use Goal 3: A variety of land uses that are coordinated within a program and pattern <br /> that limits sprawl, preserves community and rural character, minimizes land use conflicts, <br /> supported by an efficient and balanced transportation system. <br /> c. Land Use Goal 6: A land use planning process that is transparent, fair, open, efficient, and <br /> responsive. <br /> 3. The requested zoning district, NR-CD (Non-Residential Conditional District), is consistent with the <br /> 2030 Comprehensive Plan, Appendix F, Relationships Between Land Use Classifications and <br /> Zoning Districts. <br /> 4. The 2030 Comprehensive Plan, Appendix G, Land Use Classification and Overlay Locational <br /> Criteria, identifies Rural Community Activity Nodes as areas characterized by a cross-road that <br /> serves as a focal area for the surrounding rural and farm population and contains three or more <br /> commercial or institutional land uses; and serves the surrounding low-density rural and agricultural <br /> population, generally 1,000-5,000 persons. <br /> 5. The applicant has provided a basic environmental assessment as part of this submittal. Staff has <br /> reviewed and determined no significant environmental impact is expected from this project based <br /> on existing conditions. <br /> The proposed development is consistent with existing/anticipated development within the area and the <br /> land use associated with the project is compatible with various 2030 Comprehensive Plan goals <br /> detailed above. <br /> 9 <br />
