Attachment 2
Proposed Access and Transportation Network Improvements
The Project is proposing access from White Cross Road only. The following access improvements, as
recommended in the submitted Transportation Impact Analysis (TIA), have been proposed:
• White Cross Road at Site Driveway
o Construct a full-movement site driveway with one ingress lane and one egress lane
o Construct a southbound right-turn lane with 100 feet of storage and appropriate taper on
White Cross Road
Summary of Transportation Information
Existing Roadway Characteristics
Affected Roadway White Cross Road NC 54
Type of Roadway Two-lane undivided local Two-lane undivided with
without turn lanes turn lanes
Current Roadway White Cross at Site NC 54 at White Cross
Capacity Driveway— LOS A unchanged LOS —A to E
Latest Traffic Volume 1,200 (2021 AADT) 9,600 (2021 AADT)
Traffic Generation
Number of Trips Expected to be Generated by 694 Total Daily
Proposed Project 31 Total AM Peak
83 Total PM Peak
LOS (Level of Service) Descriptions (source: 'orth Carolina Department of Transport )
LOS A: Describes free-flow operations. Free Flow Speed (FFS) prevails and vehicles are almost
completely unimpeded in their ability to maneuver within the traffic stream. The effects of incidents or point
breakdowns are easily absorbed.
LOS B: Represents reasonably free-flow operations, and Free Flow Speed (FFS) is maintained. The ability
to maneuver within the traffic stream is only slightly restricted, and the general level of physical and
psychological comfort provided to drivers is still high. The effects of minor incidents and point breakdowns
are still easily absorbed.
LOS C: Provides for flow with speeds near the FFS. Freedom to maneuver within the traffic stream is
noticeably restricted, and lane changes require more care and vigilance on the part of the driver. Minor
incidents may still be absorbed, but the local deterioration in service quality will be significant. Queues may
be expected to form behind any significant blockages.
LOS D: The level at which speeds begin to decline with increasing flows, with density increasing more
quickly. Freedom to maneuver within the traffic stream is seriously limited and drivers experience reduced
physical and psychological comfort levels. Even minor incidents can be expected to create queuing,
because the traffic stream has little space to absorb disruptions.
LOS E: Describes operation at capacity. Operations at this level are highly volatile because there are
virtually no usable gaps within the traffic stream, leaving little room to maneuver within the traffic stream.
6
