This <br />selection strongly favors Orange County residents with lower incomes <br />and who are members of racial minorities. <br />15. Please describe any ways in <br />which low-income or <br />marginalized <br />com m unities/households were <br />engaged in the creation of this <br />project proposal: <br />This project is built on the foundational work of the Orange <br />County Home Preservation Coalition (OCHPC). The OCHpC is a <br />collaborative of LZ local government and community <br />organizations that provide home repairs and modifications to <br />Orange County residents primarily low-income or marginalized <br />households. These households actively apply for energy <br />efficiency services that they could not provide for themselves. <br />The relationship that the OCHPC developed with these <br />marginalized households was a critical stepping stone to <br />helping these households reduce their utility bills. <br />15.
