<br /> <br />Hazard Mitigation Page 48 FEMA-DR-4393-0042 Orange County <br />Grant Agreement <br />D-25 <br /> <br />or submission of covered telecommunications equipment or <br />services, and any additional efforts that will be incorporated to <br />prevent future use or submission of covered telecommunications <br />equipment or services. <br /> <br />(e) Subcontracts. The Contractor shall insert the substance of this clause, including <br />this paragraph (e), in all subcontracts and other contractual instruments. <br /> <br />(v) Domestic Preference for Procurements <br /> <br />As appropriate, and to the extent consistent with law, the contractor should, to the <br />greatest extent practicable, provide a preference for the purchase, acquisition, or <br />use of goods, products, or materials produced in the United States. This includes, <br /> <br />but is not limited to iron, aluminum, steel, cement, and other manufactured <br />products. <br /> <br />For purposes of this clause: Produced in the United States means, for iron and steel <br />products, that all manufacturing processes, from the initial melting stage through <br />the application of coatings, occurred in the United States. <br /> <br />Manufactured products mean items and construction materials composed in whole <br />or in part of non-ferrous metals such as aluminum; plastics and polymer-based <br />products such as polyvinyl chloride pipe; aggregates such as concrete; glass, <br />including optical fiber; and lumber. <br /> <br />(w) The RECIPIENT/SUBGRANTEE shall not use the DHS seal(s), logos, crests, or <br />reproductions of flags or likenesses of DHS agency officials without specific <br />FEMA pre-approval. The RECIPIENT/SUBGRANTEE shall include this <br />provision in any subcontracts. <br /> <br />(x) RECIPIENT/SUBGRANTEE certifies that it: <br /> <br />(1) Is not presently debarred, suspended, proposed for debarment, declared <br />ineligible, sentenced to a denial of Federal benefits by a State or Federal <br />court, or voluntarily excluded from participating in Federal or State grants <br />or awards by any Federal or State department or agency; and <br /> <br />(2) Has not within a three-year period preceding this contract been convicted <br />of or had a civilian judgment rendered against them for commission of <br />fraud or a criminal offense in connection with obtaining, attempting to <br />obtain, or performing a public (Federal, State, or local) transaction or <br />contract under a public transaction; violation of Federal or State antitrust <br />DocuSign Envelope ID: 26D0940B-F66D-4866-9C70-60056804E991DocuSign Envelope ID: B94E5F6B-897F-4461-A479-96F4BF459906DocuSign Envelope ID: 72D7F019-9C12-4921-8125-FCF8032A7011
