She said Berry-Dunn did it the best. She said the first phase <br /> includes an environmental plan. She said they will look at incorporating current plans and take <br /> them into account. <br /> Commissioner Fowler said she thinks Berry-Dunn offered the most engagement <br /> opportunities and seconded what Commissioner Richards said. <br /> VOTE: UNANIMOUS <br /> b.
