Draft Ordinance, Including Proposed <br /> Conditions <br /> PURPOSE: To review and make a recommendation to the Board of County Commissioners <br /> (BOCC) on an applicant-initiated Zoning Atlas Amendment to rezone a +/- 4.83 acre parcel <br /> (PIN: 9749-40-2351) located at 3026 White Cross Rd., Chapel Hill within the Bingham Township <br /> of Orange County. The proposed rezoning is: <br /> FROM: AR (Agricultural Residential), & NC-2 (Neighborhood Commercial) <br /> TO: NR-CD (Non-Residential Conditional District) <br /> BACKGROUND: On November 17, 2022 a Conditional Zoning Atlas Amendment application <br /> (Attachment 1) was received proposing to rezone 4.83 acres of property at 3026 White Cross <br /> Rd., Chapel Hill, within the Bingham Township. The Staff Report in Attachment 2 contains <br /> additional information, maps, and analysis. <br /> Basic Review Process: A conditional district rezoning application requires submission of a site <br /> plan and other documents, in accordance with Section 2.9.1(C) of the UDO. The typical <br /> cadence for the review is as follows: <br /> • FIRST ACTION — Applicant holds a Neighborhood Information Meeting (NIM). <br /> STAFF COMMENT: The Neighborhood Information Meeting was held on <br /> February 22, 2023 at 5:30 p.m. at the Orange County Public Library. <br />
