126 <br /> Kimley)>>Horn White Cross Retail—Orange County, NC <br /> 7.0 Segment Capacity Analysis <br /> The Orange County Unified Development Ordinance (UDO) requires an analysis of average <br /> weekday traffic volumes. 24-hour volume counts were performed at the following locations: <br /> • NC 54 west of White Cross Road November 2, 2022 <br /> • NC 54 east of White Cross Road November 2,2022 <br /> • White Cross Road south of NC 54 November 2, 2022 <br /> Consistent with the peak hour capacity analysis performed above, these existing volumes were <br /> grown at a 1.25%annual rate up to 2024 and were then added to the projected site traffic volumes <br /> to obtain projected(2024)build-out traffic volumes at each location. <br /> The projected (2024) build-out traffic volumes were compared to the thresholds for transitioning <br /> areas published in 2013 Quality/Level of Service Handbook published by the Florida Department <br /> of Transportation(FDOT). However, the road characteristics included in the FDOT <br /> methodology were judged to better match the road characteristics of the study area. <br /> Daily volume development calculations are detailed in the Appendix. <br /> 15 <br />
