108
Kimley)>>Horn White Cross Retail Orange County, NC
The following improvements are recommended as part of the proposed White Cross Retail
development:
White Cross Road at Site Driveway
• Construct a full-movement site driveway with one ingress and one egress lane
• Construct a southbound right-turn lane with 100 feet of storage and appropriate taper on
White Cross Road
Analyses indicate that the unsignalized NC 54—White Cross Road intersection currently operates
with moderate delays on the minor street approach (White Cross Road) in both peak hours. The
minor street approach is projected to continue operating with moderate delays in both peak hours
in 2024 with or without the proposed project in place. However, it is typical for stop sign
controlled side streets and driveways intersecting major streets to experience long delays during
peak hours, while the majority of the traffic moving through the intersection on the major street
experiences little or no delay. Furthermore, Synchro indicates that minor street queues are
projected to be less than 100 feet in the peak hours and that the addition of site traffic is expected
to result only in a minor increase in delays and queues.
With the recommended improvements in place, the proposed Site Driveway is projected to
operate with short delays and queues at White Cross Road in both peak hours at project build-out.
Figure ES-1 shows the recommended roadway laneage.
ES-2
