The Board asks its citizens to <br /> 58 conduct themselves in a respectful, courteous manner, both with the Board and with fellow citizens. At <br /> 59 any time,should any member of the Board or any citizen fail to observe this public charge,the Chair will <br /> 60 ask the offending member to leave the meeting until that individual regains personal control. Should <br /> 61 decorum fail to be restored,the Chair will recess the meeting until such time that a genuine commitment <br /> 62 to this public charge is observed. <br /> 63 <br /> 64 <br /> 65 AGENDA ITEM 6: CHAIR COMMENTS <br /> 66 There were none <br /> 67 <br /> 68 <br /> 69 AGENDA ITEM 7: PLANNING BOARD ANNUAL REPORT AND WORK PLAN-To review and approve the annual input form <br /> 70 which informs the BOCC of the part year's activities of advisory boards/commissions and assists in <br /> 71 overall County work planning. <br /> 72 PRESENTER: Perdita Holtz, Special Projects&GIS Supervisor and Cy Stober, Planning Director <br /> 73 <br /> 74 Perdita Holtz reviewed the Planning Board Annual Report and Work Plan form. <br /> 75 <br /> 76 During the discussion of the Annual Report and Work Plan the Planning Board members discussed the following topics: <br /> 77 <br /> 78 • Collaboration between Planning Board and other Advisory Boards within the County. <br /> 79 • The Comprehensive Plan update focusing on Land Use <br /> 80 • Utility Security and the role that Planning and Zoning plays, including concerns of security measures for public <br /> 81 utilities and discussion of potential land use regulations to implement. <br /> 82 • The focus of downtown Hillsborough in the space study and County owned properties and the redevelopment of <br /> 83 downtown Hillsborough. <br /> 84 • How the Board can be proactive and craft policy <br /> 85 • Affordable Housing and Policy <br /> 86 • County Broadband <br /> 87 • The condition of school buildings <br /> 88 • Growth of Mebane and Western Orange County <br /> 89 • Acreage limits of Activity Nodes <br /> 90 • Residential acreage thresholds <br /> 91 • Water and sewer disposal issues <br /> 92 <br /> 93 MOTION BY Melissa Poole to approve the Annual Report and Work Plan form. Seconded by Beth Bronson. <br /> 94 MOTION PASSED UNANIMOUSLY <br /> 95 <br /> 96 <br /> 97 AGENDA ITEM 8: UNIFIED DEVELOPMENT ORDINANCE(UDO)TEXT AMENDMENT—NEIGHBORHOOD INFORMATION MEETINGS <br /> 98 -To make a recommendation to the BOCC on proposed amendments to the LIDO pertaining to <br /> 99 Neighborhood Information Meetings. This item was introduced at the August 3, 2022 ORC meeting <br /> 100 and reviewed at the October 5, 2022 Planning Board meeting where it was continued to the next <br /> 101 meeting. It is scheduled for a BOCC Public Hearing in January. <br /> 102 PRESENTER: Tyler Sliger, Planner II <br /> 103 <br /> 104 Tyler Sliger reviewed the proposed UDO text amendment for Neighborhood Information Meetings(NIMs) <br /> 105 <br /> 106 David Blankfard: I thought we had recommended that staff be a witness at all NIMs <br /> 107 <br /> 108 Cy Stober: As with all text amendments and zoning amendments,these are reviewed by the County Attorney's Office <br /> 109 and the legal counsel wants to leave the matter of verification open but required so that attendance at the meeting could <br />
