1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: March 7, 2023 <br /> Action Agenda <br /> Item No. 8-i <br /> SUBJECT: Approval to Transfer Properties Back to Caldwell Fire Department Insurance <br /> District from East Orange Fire Insurance District <br /> DEPARTMENT: Emergency Services <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> 2019 Map of Property Transfer from Elizabeth Farnan, (919) 245-6153 <br /> Caldwell Fire to East Orange Fire Brad Allison, (919) 451-9074 <br /> Insurance District Keith Hayes, (919) 630-2735 <br /> 2023 Map of Property Transfer from East <br /> Orange to Caldwell Fire Insurance <br /> District <br /> PURPOSE: To approve the transfer of properties back to the Caldwell Fire Insurance District that <br /> had previously been transferred to the East Orange Fire Insurance District due to not being in the <br /> rated insurance district prior to the certification of Caldwell Fire Station 2. <br /> BACKGROUND: This is the same concept used in the past by other county fire departments to <br /> address insurance concerns for property owners. <br /> Certain properties in the southern area of the Caldwell Fire District were located greater than six <br /> miles from Caldwell Fire Station 1 located at 7020 Guess Road. As a result, those properties were <br /> not in the Caldwell Fire Insurance District and were rated as a protection class 10. Eno Fire <br /> Department Station 2 is located at 5501 St. Mary's Rd in the northern area of the East Orange <br /> Fire Insurance District and serves an area which is adjacent to the Caldwell Fire District. In 2019, <br /> those properties, as depicted on the first attached map, were transferred to East Orange Fire <br /> Insurance District so they could be in a rated district. <br /> The Fire Marshal's Division worked with representatives from the Caldwell Fire Department and <br /> the Eno Fire Department to identify properties originally transferred to East Orange Fire Insurance <br /> District that are now in the Caldwell Fire Insurance District due to the certification (by the Office <br /> of State Fire Marshal) of the Caldwell Fire Station 2 located at 3726 Hunt Road. Staff also worked <br /> with Orange County Geographic Information Systems (GIS) to identify those parcels that were <br /> transferred to East Orange Fire Insurance District. <br /> Staff proposes to move these parcels back into the Caldwell Fire Insurance District, which will <br /> allow those property owners to be included in that rated district and be eligible for insurance <br />
