1 <br /> ORANGE COUNTY <br /> r <br /> Department of Environment, <br /> Agriculture, Parks&Recreation <br /> MEMORANDUM <br /> To: Bonnie Hammersley, County Manager <br /> From: David Stancil, DEAPR Director <br /> Marabeth Carr, Landscape Architect <br /> Date: March 7, 2023 <br /> RE: Blackwood Farm Park Phase II -Construction Project Progress Update <br /> The purpose of this memorandum is to provide a status report on the ongoing Blackwood Farm Park <br /> construction project. <br /> As is the case with many construction projects around the nation and the globe, supply chain issues <br /> have continued to wreak havoc with completion and with the onset of winter and wet conditions this <br /> has exacerbated completion activity. However, there does appear to be good news with a possible <br /> opening date now coming into view. Progress continues to be made and some of the supply issues that <br /> have been evident for the last several months have now been completed. <br /> Blackwood Farm Park construction began in August 2021 and is currently approximately 90% complete. <br /> However, the remaining components that need to be finished are such that keep the park from being <br /> able to gain a certificate of occupancy and be able to open to the public. <br /> The project consists of a new entrance into the park off NC 86 and the widening of NC 86 for new <br /> turning lanes into the park; a new parking area and loop driveway to the existing entrance (for special <br /> events). The construction project also includes construction of an amphitheater to accommodate <br /> concerts and performances, a large picnic shelter that can also double as a second stage, two vault <br /> toilets, and a park office and maintenance area. <br /> Of the remaining issues that need to be addressed prior to opening, a paving issue remains with the turn <br /> lane on NC 86 and this and will be corrected in the near future.This one item may be able to be finished <br /> without affecting the opening of the park. However, additional work is needed on the septic system <br /> installation, rainwater collection and electrical connections and hardware. <br />
