She said Berry-Dunn did it the best. She said the first phase <br /> 17 includes an environmental plan. She said they will look at incorporating current plans and take <br /> 18 them into account. <br /> 19 Commissioner Fowler said she thinks Berry-Dunn offered the most engagement <br /> 20 opportunities and seconded what Commissioner Richards said. <br /> 21 <br /> 22 VOTE: UNANIMOUS <br /> 23 <br /> 24 b.
