2 <br /> consultant to assist the three local governments in the drafting of the Master Plan. At that <br /> time, the MMC directed staff to draft a Request for Proposal (RFP). Following the meeting, <br /> staff drafted and finalized a RFP featuring the framework detailed above for release on <br /> March 10. <br /> Next Steps <br /> Based on the 2021 Greene Tract Interlocal Agreement (ILA), Orange County will release the <br /> RFP and coordinate the bid process with the Towns. In addition, the County will manage the <br /> contract and coordinate all payments. The County will notify the Towns for reimbursement based <br /> on the cost share agreement contained in the ILA (43% Orange County/43% Chapel Hill/14% <br /> Carrboro). At this time, the RFP does not include a budget for services. The RFP will request a <br /> cost breakdown of individual elements to allow for future modifications to the scope of work in <br /> negotiating or drafting of the final contract. All bids will be presented to the MMC for review and <br /> discussion in April. <br /> Due to the County's lead role on this project, an agenda item may be on a BOCC agenda in June <br /> to allow the County Manager to execute the contract and to approve a budget amendment.
