7 <br /> clean-energy technologies that helps Triangle homeowners, businesses, and nonprofits <br /> become more resilient, reduce energy expenses, and save on the cost of renewable- <br /> energy systems. The savings are realized by obtaining volume discounts on materials and <br /> installation services —the more property owners purchase renewable energy systems, the <br /> lower the price to all buyers — through the power of purchasing together. <br /> The partnership recognized early on the need to be able to reduce financial burdens and <br /> make solar accessible to everyone. To that end, the partners worked to develop a low- <br /> income to moderate-income (LMI) program. Criteria were identified, as well as trusted <br /> community partners, who could help identify eligible households based on the criteria and <br /> help facilitate communication about the program and its benefits with these households. It <br /> was agreed that the Triangle J Council of Governments (TJCOG) would serve as <br /> administrator overseeing the contract process with LMI homeowners and coordination with <br /> YES Solar Solutions for install and with the participating local governments providing <br /> funding. <br /> The City of Raleigh, City of Durham, Durham County and Chapel Hill have all provided LMI <br /> funding towards this program. The County will provide $50,000 funds from the Social <br /> Justice Reserve Fund towards supporting Orange County residents that qualify for the LMI <br /> funding. With this action, along with Budget Amendment #6-A as a separate item on this <br /> meeting agenda, $12,696 would remain in the Social Justice Reserve Fund. This transfers <br /> $50,000 towards the Multi-year Grant Fund for this purpose and creates the following Grant <br /> Ordinance: <br /> LMI Solar Funding ($50,000) - Project# 30082 <br /> Revenues for this project: <br /> Current FY 2022-23 FY 2022-23 <br /> FY 2022-23 Amendment Revised <br /> Transfer from General Fund $0 $50,000 $50,000 <br /> Total Project Funding $0 $50,000 $50,000 <br /> Appropriated for this project: <br /> Current FY 2022-23 FY 2022-23 <br /> FY 2022-23 Amendment Revised <br /> Program Expenditures $0 $50,000 $50,000 <br /> Total Costs $0 $50,000 $50,000 <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are <br /> applicable to this item: <br /> • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and preservation of infrastructure, policies, programs and funding <br /> necessary for residents to provide shelter, food, clothing and medical care for <br /> themselves and their dependents. <br /> • GOAL: ESTABLISH SUSTAINABLE AND EQUITABLE LAND-USE AND <br /> ENVIRONMENTAL POLICIES <br /> The fair treatment and meaningful involvement of people of all races, cultures, <br /> incomes and educational levels with respect to the development and enforcement <br /> of environmental laws, regulations, policies, and decisions.
