306 <br />MINUTES OF THE BOARD OF COUNTY COMMISSIONERS <br />April 1, 1963 <br />The Orange County Board of Commissioners met in regular session on Monday, April <br />1, 1963, at ten o'clock a.m. in the Commissioners room at the courthouse in Hillsboro, <br />N. C. <br />Members present: Chairman Donald Stanford, Commissioners Harvey D. Bennett, <br />Gordon Cleveland, Carl M. Smith and Henry Walker. <br />Members absent: None <br />The minutes of the March meetings were read by the Clerk and approved by the <br />Board. <br />Upon motion of Commissioner Walker, seconded by Commissioner Bennett, and <br />unanimously adopted, the Clerk was ask to write a letter of appreciation for <br />Walter Wrenn, former Veterans Service Officer. <br />The Mayor and Town Alderman of Carrboro had submitted the following names as <br />prospective members of the Carrboro Planning and Zoning Board. From these names the <br />Commissioners were to appoint two members to the Planning and Zoning Board. The <br />names submitted were: Don Lowe, Calvin Burch, George Cole and Boyd Ellington. <br />There bad been also submitted for appointment to the Carrboro Board of Adjust- <br />ment the following names: Fred Wright, Aubrey Harward, Jesse Basnight and Ken <br />Riggsbee. Tbese._terms were to be one appointment for a one year term and the.-other <br />appointment for a two year term. No action was taken on this matter. <br />A. H. Graham, called the attention of the Board to the matter of unpaid fines <br />and costs which presently exist in the Recorder's Court. He suggested that the <br />docket should be cleared of the old cases in order to bring the court up to current <br />status. The Chairman and the County Accountant were ask to discuss this matter with <br />the new Judge. <br />Chairman Stanford thanked Mr. Graham for the service he had rendered to the <br />County in the position of Judge of the Recorder's Court and for his other services <br />in the past. <br />Chairman Stanford began a discussion of proposed legislation which was contained <br />in the _Legislative Bullentin from the North Carolina Association of County Commis <br />sioners?Commisaioners reached the following conclusions concerning the proposed <br />legislation. <br />SB 27 would allow counties to assess the cost of construction of water and <br />sewer lines against benefited property. <br />Upon motion of Commissioner Smith, seconded by Commissioner Cleveland, and <br />unanimously adopted, it was agreed that Orange County should be included under SB 27. <br />Chairman Stanford requested opinions concerning the Medical Care Development <br />sometimes referred to as M.A.A. This Board did not feel inclined to support the so <br />called M.A.A. proposal. <br />Property tax on manufacturing inventories was discussed. This proposal would <br />exempt manufacturing inventories from taxation. The Board opposed this proposal. <br />Welfare Legislation suggested was to increase the size at option of the county <br />from a three man board to a five man board. This proposal was approved. <br />School Construction Action Needed, this would provide for state assistance in <br />school construction. This proposal was approved. <br />One of the bills pending in the legislature is the one pertaining to relief <br />for counties who have State owned properties. This proposal was approved. <br />The following department officials presented reports for the month of March <br />1963: <br />E. M. Lynch, Clerk of Court <br />Jim Wight, Welfare Director <br />Betty June Hayes, Register of Deeds <br />Upon motion of Commissioner Cleveland, seconded by Commissioner Walker, and <br />unanimously adopted, action on the appointment for the Carrboro Planning and Zoning <br />Board and the Carrboro Board of Adjustment was tabled. <br />G. Paul Carr, Supt, of the Orange County Schools, and members of the Orange <br />County Board of Education were present and presented the following act relating to <br />per diem and mileage of certain officers of Orange County. <br />"Section 1. Section 115-46 of the General Statutues as amended by Section 1 <br />of Chapter 281 of the Session Laws of 193, (is hereby further amended by deleting <br />the words and figures "eight dollars ($8.00)" from the 19.53 Amendatory Act and <br />inserting in lieu thereof the words and figures "Fifteen dollars ($15.00)", and <br />by deleting the words and figures "seven cents (7¢)" from the 1953 Amendatory.Act <br />and inserting in lieu thereof the words and figures "ten cents (10¢)". <br />Section 2.
