Section 4.03: This edit formally outlines a commitment by the parties to coordinate a review <br /> of the ILA that aligns with the frequency for the multi-year transit vision plan updates (every <br /> 4-years), but also allows for a process in the event a critical amendment is necessary <br /> outside that review cycle. <br /> 4. Section 5.03.m: This edit is to enhance language that defines a responsibility of GoTriangle <br /> to not pay debt service or use local transit funding sources to fund costs associated with <br /> capital facilities outside of Orange County unless otherwise agreed to, through appropriate <br /> agreement documentation, with the Orange County BOCC. <br /> 5. Throughout the document, the phrase `master' was used to refer to a couple different <br /> agreement types that serve more specific purposes beyond the ILA. The desire was <br /> expressed by parties to shift from the use of this phrase. <br /> a. Comprehensive Participation Agreement (now formally defined in Section 2.40), <br /> was formerly referred to as the Master Participation Agreement and serves as the <br /> mechanism to formally invite parties to participate in transit plan implementation that <br /> are not explicitly parties to the ILA <br /> b. Global Operating or Capital Agreement (generally defined in Section 2.022) is an <br /> agreement that encompasses a discrete logical grouping of capital projects, transit <br /> operations or studies. <br /> Attachment 1 is a copy of the revised ILA in track-changes format, new text underlined and text <br /> to be deleted shown in strikethrough text. <br /> Adoption Process Next Steps <br /> The following parties are to adopt the ILA. <br /> Orange County: <br /> • BOCC re-adoption consideration (2/21/23) <br /> DCHC MPO: <br /> • Board adoption consideration (3/8/23) <br /> GoTriangle: <br /> • Board adoption consideration (TBD) <br /> FINANCIAL IMPACT: This study has been conducted in a partnership with Durham County. <br /> Orange County is contributing $52,833.84. This money is being reimbursed from the Article 43 <br /> Transit Tax revenues. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable <br /> to this item: <br /> • GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION AND <br /> INEQUITY <br /> The fair treatment and meaningful involvement of all people regardless of race or color; <br /> religious or philosophical beliefs; sex, gender or sexual orientation; national origin or ethnic <br /> background; age; military service; disability; and familial, residential or economic status. <br /> • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br />
