39 <br /> 1 The September 2022 resolution submitted to NCACC highlighted eight legislative issues, all of <br /> 2 which are reformatted into the proposed attached document for Board consideration. <br /> 3 <br /> 4 Greg Wilder, Assistant to the County Manager for Legislative Affairs, reviewed the <br /> 5 background information for the item. He said due to the short amount of time that has passed <br /> 6 since the approval, staff has reformatted the items for submittal to the legislative delegation. <br /> 7 Commissioner Fowler said she would like to add bullet points to a couple of categories. <br /> 8 Under Mental Health & Behavioral Health Services, she asked to add: <br /> 9 • Increasing innovation waiver slots more aggressively to meet the Olmstead Act <br /> 10 requirements; and <br /> 11 • Increasing pay for nurses and direct support staff. <br /> 12 Under Racial Equity in Criminal Justice, Commissioner Fowler asked to add: <br /> 13 Decompression of the Juvenile Justice salaries. <br /> 14 <br /> 15 A motion was made by Commissioner Fowler, seconded by Commissioner Greene, to <br /> 16 approve the Orange County 2023 Priority Legislative Issues document for submittal to Orange <br /> 17 County's legislative delegation with the suggested amendments by Commissioner Fowler. <br /> 18 <br /> 19 Commissioner Greene said she hopes they will be more favorably received by the <br /> 20 legislative delegation than the reception by the NCACC. <br /> 21 <br /> 22 VOTE: UNANIMOUS <br /> 23 <br /> 24 7. Reports <br /> 25 None. <br /> 26 <br /> 27 8. Consent Agenda <br /> 28 <br /> 29 A motion was made by Vice Chair McKee, seconded by Commissioner Hamilton, to <br /> 30 approve the consent agenda. <br /> 31 <br /> 32 VOTE: UNANIMOUS <br /> 33 <br /> 34 a. Minutes <br /> 35 The Board approved the draft minutes for the November 15, 2022 and December 5, 2022 BOCC <br /> 36 Meetings as submitted by the Clerk to the Board. <br /> 37 b. Motor Vehicle Property Tax Releases/Refunds <br /> 38 The Board approved a resolution to release motor vehicle property tax values for three (3) <br /> 39 taxpayers with a total of three (3) bills that will result in a reduction of revenue. <br /> 40 c. Property Tax Releases/Refunds <br /> 41 The Board approved a resolution to release property tax values for ten (10)taxpayers with a total <br /> 42 of fifteen (15) bills that will result in a reduction of revenue. <br /> 43 d. Late Applications for Property Tax Exemption/Exclusion <br /> 44 The Board approved a resolution for three (3) untimely applications for exemption/exclusion from <br /> 45 ad valorem taxation for three (3) bills for the 2022 tax year. <br /> 46 e. Advertisement of Tax Liens on Real Property <br /> 47 The Board accepted the report on the amount of unpaid taxes for the current year that are liens <br /> 48 on real property as required by North Carolina General Statute 105-369 and approved and <br /> 49 authorized the Chair to sign the Order setting the lien sale advertisement on or about March 22, <br /> 50 2023. <br /> 51 <br />
