Draft Revised Interlocal Agreement Travis Myren, Deputy County Manager, <br /> (track-changes format) 919-245-2308 <br /> Tom Altieri, Senior Planner, 919-245- <br /> 2579 <br /> Nish Trivedi, OCTS Director, 919-245- <br /> 2007 <br /> PURPOSE: To consider adoption of the revised Orange County Transit Plan Interlocal <br /> Agreement (ILA). <br /> BACKGROUND: In the early 2010's, Orange County approved a county-wide transit plan, which <br /> included a joint recommendation for the development of the Durham-Orange Light Rail Transit <br /> (DO LRT) project. In 2013, an interlocal agreement (ILA) was developed and approved by the <br /> Orange County Board of County Commissioners (BOCC), the Durham-Chapel Hill-Carrboro <br /> Metropolitan Planning Organization (DCHC MPO) Board and the GoTriangle Board of Trustees. <br /> Upon the discontinuation of the DO LRT project, it was realized that a new governance framework <br /> (aka ILA) was necessary to guide the implementation of future County transit plans. <br /> The BOCC approved the aforementioned new ILA at its meeting on November 1, 2022. The <br /> materials from this meeting, which include additional background information, can be accessed <br /> from the following link: <br /> http://server3.co.orange.nc.us:8088/WebLink/0/doc/68689/Pagel.aspx <br /> Why is a revision needed? <br /> Following BOCC action to adopt the ILA, there have been additional discussions with regional <br /> partners to refine certain sections to meet the needs of all parties based on the direction of the <br /> respective governing boards. <br /> What are the recommended revisions to the ILA? <br /> A few edits were requested by study partners involved, as follows: <br /> 1. Section 2.012.d: This edit is to adequately define the role of the Vehicle Rental Tax funding <br /> source and acknowledgment of GoTriangle's Board of Trustees having sole discretion of <br /> future allocations of that funding source to local transit plan implementation efforts. <br />
