1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: February 21, 2023 <br /> Action Agenda <br /> Item No. 8-b <br /> SUBJECT: Approval of the Purchase of Land Records Computer Assisted Mass Appraisal <br /> (CAMA) Software <br /> DEPARTMENT: Tax Administration <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Nancy Freeman, Tax Administrator, (919) <br /> 245-2735 <br /> Michael Burton, GIS/Land Records <br /> Manager, (919) 245-2502 <br /> Chad Phillips, Deputy Tax Assessor, (919) <br /> 245-2103 <br /> PURPOSE: To approve the purchase of Land Records Computer Assisted Mass Appraisal <br /> (CAMA) software from Farragut Systems, Inc. <br /> BACKGROUND: Orange County Assessment and GIS/Land Records Divisions of the Tax <br /> Administration utilize a parcel identification number (PIN) management and computer assisted <br /> mass appraisal software in performing the duties of the offices. The current software with Patriot <br /> Properties is outdated, and the vendor has indicated it does not wish to continue to support the <br /> PIN management portion of the software, which necessitates an upgrade. Tax Administration <br /> issued a Request for Proposal (RFP) per Orange County purchasing policy and identified Farragut <br /> as the proposed vendor in November 2022. The new system will replace Orange County's CAMA <br /> and PIN management applications. <br /> Farragut's product is North Carolina Property Tax Solution (NCPTS) software. Currently the billing <br /> and collections software application used by Tax Administration is also NCPTS software. This <br /> change will provide a seamless transfer of information throughout all three components of the Tax <br /> Administration software, and will act as the hub that connects the Register of Deeds, PIN <br /> management application, Land Records, Permitting, Tax Appraisal and Collection divisions as <br /> part of the overall Property Information Management System. <br /> FINANCIAL IMPACT: The purchase amount for the software is $537,065 and would be funded <br /> through existing Information Technology Governance Council (ITGC) funds that were previously <br /> included in the budget. The ITGC evaluates information technology project requests and makes <br /> recommendations for funding and project prioritization in a manner that best serves the needs of <br /> the County. <br />
