32 <br /> 1 Slide #8 <br /> Recommendation <br /> Approve 0udget Amendment#5-A for Fiscal Year2022-23 to <br /> allocate$12 million in excess fund balance to the following funds: <br /> — S6 million to create and fund a new Debt Reserve Fund? <br /> $3.5 millort to the School Capital Reserve Furl; <br /> — 52,5 milion,to the County Capital Reserve Fund. <br /> ORANGE COUNTY <br /> MDR-1-1 r CAROLINA <br /> 2 <br /> 3 Commissioner Fowler said she sent an email to staff asking if money can be moved <br /> 4 between the categories. <br /> 5 Travis Myren said it would require a Board amendment, but they could do that. <br /> 6 Vice Chair McKee said he appreciates staff bringing this forward, especially the <br /> 7 $6,000,000 to alleviate future need for property tax increases. <br /> 8 Chair Bedford asked if the $6,000,000 would not all be appropriated for the next fiscal year <br /> 9 but rather spread out. <br /> 10 Travis Myren said it would be spread out. <br /> 11 <br /> 12 A motion was made by Commissioner Greene, seconded by Commissioner Fowler, to <br /> 13 approve Budget Amendment#5-A for Fiscal Year 2022-23 to allocate $12 million in excess fund <br /> 14 balance to the following funds: <br /> 15 • $6 million to create and fund a new Debt Service Fund; <br /> 16 • $3.5 million to the School Capital Reserve Fund; and <br /> 17 • $2.5 million to the County Capital Reserve Fund. <br /> 18 <br /> 19 VOTE: UNANIMOUS <br /> 20 <br /> 21 b. Community Climate Action Grant (CCAG) — FY 2022-23 Project Selection for General <br /> 22 Applicants and Schools <br /> 23 The Board received the grant project funding recommendations from the Commission for the <br /> 24 Environment (CFE) and the Human Relations Commission (HRC) for the FY 2022-23 Orange <br /> 25 County Community Climate Action Grant Program and considered approving funding for the <br /> 26 recommended Community Climate Action Grant projects for FY 2022-23 as outlined in the <br /> 27 provided report. <br /> 28 <br /> 29 BACKGROUND: As part of the FY 2019-20 budget, the Board of Orange County Commissioners <br /> 30 (BOCC) created the Orange County Climate Action Fund dedicated to accelerating climate <br /> 31 change mitigation actions in Orange County. This decision was motivated in part to help the <br /> 32 County meet the climate change mitigation goals set by the Board in recent years: <br />
