1
RANGE COUNTY
Department of Environment,
Agriculture, Parrs&Recreation
MEMORANDUM
To: Board of County Commissioners
Bonnie Hammersley, County Manager
From: Marabeth Carr, Landscape Architect
Copies: David Stancil, Director, Department of Environment, Agriculture, Parks& Recreation
Date: February 13, 2023
RE: Perry Hills Mini-Park- Project Progress Update
The purpose of this memo and update is to provide a status report on the ongoing planning effort for
the Perry Hills Mini-Park project.
Project Description: In June 2022 as part of the approved 2022-23 Capital Investment Plan; the Board of
County Commissioners approved $100,000 in funding for the planning and development of a mini-park
for the Perry Hills neighborhood.
Work to date: In July 2022 topographic survey proposals were solicited from area surveying firms to
provide boundary; topographic and tree location documents needed to develop plans for the proposed
park. In August 2022 the county contracted with Landmark Surveying of Graham NC to provide these
services for $7,250. The completed survey work was delivered to the County in October. That same
month the first planning meeting was organized and sixteen members of the community attended. At
that meeting the group visited the site and learned about how the planning process would work. On
January 9th, 2023 a second meeting was held where 8 members of the community attended and the
opportunities and constraints of the site were presented by staff and discussed with the group. At this
meeting the group also discussed the budget and listed and ranked desired amenities for the park.
Ranked from highest to lowest the amenities included a small picnic shelter with required parking; a
natural surface loop trail; swings or individual play pieces; a basketball goal; an open play area; and a
dog park. Currently a charettte design meeting is scheduled for late February 2023. At this meeting the
community group will break into small groups; put on their designer hats and design what they envision
their park to look like. Then at a future meeting the community generated designs will be developed
into workable schemes for the group to discuss pros and cons of each and then flag ideas they like and
dislike on each scheme. These pieces and parts will then be combined to make the ultimate design for
implementation.
Attachments: Attachment A- Photos of the Community Work Group at the January meeting
