D. Technical Approach | 11 <br />inspire collaboration and consensus for achieving its vision. We will help the County develop a strategic <br />plan that can reasonably be implemented with support and commitment from its stakeholders. <br />A strategic plan is a living document that defines the organization’s reason for being. It establishes a clear <br />and compelling vision. It sets measurable objectives and, most importantly, lays out the desired impact on <br />and value added to entire communities–residents, business, employees, and other stakeholders. It helps <br />set a direction and focus and assists in aligning resources to accomplish strategic objectives. Having a <br />clear, concrete strategic direction also helps to keep the County on track and focused on what is <br />important when challenges, setbacks, and unanticipated events occur. It also helps ensure decisions, <br />policies, plans, programs, and processes are designed through the lenses of stewardship of resources, <br />equity, and collective impact. <br />Achieving Consensus and Quickly Moving Groups to Action <br />We will design and conduct a well-facilitated strategic planning process that uses data and personal <br />knowledge to assess the County’s environment. Our project team will use the ICA ToP® facilitation <br />methodology to help ensure the County’s strategic planning sessions are highly collaborative and <br />inclusive of all stakeholders. The ToP® methodology emphasizes structured participation that pulls <br />information into the group’s thinking process and creates a clear intention, helping members of the group <br />align with one another and reach consensus. Structured participation encourages the values shown in <br />Figure 3. <br />Figure 3: Values Encouraged by Structured Participation <br />Encouraging Crossing Boundaries and Strengthening <br />Interdependencies <br />Strategies are themes for action, and successful strategies will often cross organizational and community <br />boundaries and appeal to several environmental factors. We will help stakeholders recognize these <br />interrelationships and critical interdependencies, identifying how they align with overall strategic goals. <br />Applying Effective Tools <br />Another key to success is aligning financial resources of the organization with strategic priorities.
