20 <br /> worked to develop an emergency strategy but other options are needed to <br /> provide stability to the system and reduce the burden on staff. Staff are also <br /> working on policies and strategies to enhance support for kinship placements <br /> and increase family time. All of these efforts are designed to decrease the length <br /> of time children are in out of home placements. <br /> 2. Staffing Recruitment and Retention <br /> DSS continues to have difficulty recruiting and retaining qualified staff. The <br /> number of candidates applying for positions has been lower than in recent years <br /> and many are not accepting offers because they are not competitive with their <br /> current salary. <br /> 3. Adult Services Program Issues <br /> There are complicated cases involving vulnerable adults that are difficult to <br /> manage. Staff are working on identifying gaps in services across the County to <br /> address the needs of vulnerable adult populations. The goal is to create <br /> strategies to help those individuals live safely and in the least restrictive setting <br /> possible. <br /> The Board of Social Services is concerned with the numbers of Orange County <br /> residents in need of services and potential impacts on vulnerable and disenfranchised <br /> residents. The Board wants to be certain that the critical programs and services <br /> provided by the Department of Social Services can continue to operate and that <br /> residents of Orange County are able to access the services they need. <br />
