If applicable, is there a fiscal impact (i.e., <br /> funding, staff time, other resources) associated with these proposed activities (please <br /> list). <br /> ➢ Completion of the Community Health Assessment <br /> ➢ Completion of the BOH Strategic Plan <br /> ➢ Completion of the OCHD Departmental Strategic Plan <br /> Successful completion of Re-Accreditation Site Visit in January 2023 <br /> What are the concerns or emerging issues your board has identified for the upcoming <br /> year that it plans to address, or wishes to bring to the Commissioners' attention? <br /> ➢ The impact that finances, mental health, and students' education will have <br /> on the health of county residents as long-term recovery related to COVID- <br /> 19 continues. <br /> ➢ Challenges with Staff recruitment and retention are concerning. Health <br /> Department has a consistent vacancy rate of 15-17%. It has been hard to <br /> compete with surrounding counties and their pay rate. There is also <br /> professional shortages with nurses and dental hygienist. <br /> ➢ We are concerned about Medicaid Coverage for County residents once the <br /> Federal Public Health Emergency ends. Without Medicaid Expansion, this <br /> could affect approximately 3,000 residents in the County. They may be <br /> without coverage and/or need to re-certify/ apply to continue benefits. <br /> ➢ Continued concern with regard to capacity to address mental health needs <br /> of the community. <br /> ➢ Plans to increase awareness about the extension of Medicaid pregnancy <br /> Coverage, effective April 1, 2022. A pregnant woman remains eligible <br /> through the 12-month post-partum period regardless of changes, such as <br /> income or household size. <br /> ➢ Plans to continue work on substance use disorders and forthcoming <br /> initiatives supported by the Opioid Advisory Committee. <br /> ➢ The recent Medicaid Reform to Managed Care and quarterly direct <br /> payments has several challenges currently being addressed by the Health <br /> Directors Association, DHHS and the Prepaid Health Plan Providers. Local <br /> Health Departments across NC are struggling with timely and accurate <br /> payment for services. Review of preliminary data across the State show <br /> that approximately 31% of the Medicaid claims are mismanaged (erroneous <br /> denials, recoupments, overpayments & underpayments). All parties are in <br /> constant communication to find resolve to these issues to reduce impact of <br /> care for patients. <br />
