1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: February 7, 2023 <br /> Action Agenda <br /> Item No. 8-e <br /> SUBJECT: Capacity Building Competitive Grant Mobile Command Trailer Purchase <br /> DEPARTMENT: Emergency Services <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> CBCG Award Memo Kirby Saunders, Emergency Services <br /> Mobile Command Trailer Purchase Director, 919.245.6123 <br /> Contract Sarah Pickhardt, Division Chief of <br /> Emergency Management, <br /> 919.245.6135 <br /> PURPOSE: To approve the contract to purchase a mobile command trailer from Mobile Concepts <br /> in the amount of $273,756.73. <br /> BACKGROUND: Orange County is a recipient of the Capacity Building Competitive Grant <br /> (CBCG)through North Carolina Emergency Management. The total amount of this no-match grant <br /> award is $335,000 for acquiring a mobile command trailer. This trailer will provide local first <br /> responders and public safety personnel a safe and secure workspace to manage long duration <br /> emergencies effectively while in harsh or austere conditions. <br /> The Board of Commissioners authorized the acceptance of this grant award in June 2022. Since <br /> then, the Emergency Management Division of Orange County Emergency Services has <br /> collaborated with public safety agencies from across all disciplines, as well as the Health <br /> Department, to determine specifications that will best meet the needs of the community. <br /> Utilizing the Government Services Administration (GSA), the Emergency Management Division <br /> has recommended Mobile Concepts Specialty Vehicles to build this vehicle (GSA Contract # GS- <br /> 30E-0012T) for a total price of $273,756.73. <br /> FINANCIAL IMPACT: The total amount of grant funding awarded to Orange County is $335,000. <br /> There is no local match of funds or cost share required for this grant. Orange County will be <br /> responsible for all future maintenance and servicing of both the trailer itself and any associated <br /> mobile command trailer equipment. The Emergency Management Division will request a slight <br /> increase ($1,000) to future operational budgets to cover maintenance costs. The remaining grant <br /> funds ($61,243.27) will be utilized to purchase additional equipment for the trailer (public safety <br /> radios, wireless gateways, etc.). <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to <br /> this item: <br />
