2 <br /> TRANPORTATION ADVISORY SERVICE (TAS) Action: <br /> The TAS met on Thursday, January 26, 2023 and unanimously recommended approval. <br /> Orange Unified Transportation Board (OUTBoard) Action: <br /> The OUTBoard met on Thursday, January 26, 2023 and unanimously recommended approval. <br /> FINANCIAL IMPACT: The 5311 Administrative and Combined Capital grant programs will utilize <br /> any currently available carryover funds from OCTS funds to cover the required local match, and will <br /> include this funding action in a future Budget Amendment for consideration by the Board of <br /> Commissioners. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable to <br /> this item. <br /> • GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION AND <br /> INEQUITY <br /> The fair treatment and meaningful involvement of all people regardless of race or color; <br /> religious or philosophical beliefs; sex, gender or sexual orientation; national origin or ethnic <br /> background; age; military service; disability; and familial, residential or economic status. <br /> • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and preservation of infrastructure, policies, programs and funding necessary for <br /> residents to provide shelter, food, clothing and medical care for themselves and their <br /> dependents. <br /> ENVIRONMENTAL IMPACT: The following Orange County Environmental Responsibility Goal <br /> impact is applicable to this item: <br /> • CLEAN OR AVOIDED TRANSPORTATION <br /> Implement programs that monitor and improve local and regional air quality by: 1) promoting <br /> public transportation options; 2) decreasing dependence on single-occupancy vehicles, and <br /> 3) otherwise minimizing the need for travel. <br /> RECOMMENDATION(S): The Manager recommends that the Board: <br /> 1. Conduct a public hearing on the 5311 Administrative grant application and the Combined <br /> Capital grant application; <br /> 2. Approve the 5311 Administrative grant application for $196,947 with a local match total of <br /> $29,542 and the Combined Capital grant application for $500,000 with a local match total of <br /> $50,000; <br /> 3. Approve and authorize the Chair and staff to sign the Program Resolution (Attachment 1) <br /> and Local Share Certification (Attachment 2) as appropriate; and <br /> 4. Approve and authorize the Chair and staff to sign the annual master documents (Attachment <br /> 3) as appropriate. <br />
