7 <br /> BACKGROUND: Earlier this Fall, Orange County issued a Request for Qualifications (RFQ) to <br /> identify a qualified consultant to assist the County with preliminary/advanced planning services <br /> necessary for the development of a Crisis Diversion Facility serving the residents of Orange <br /> County. The scope of work includes a review of existing planning and development information <br /> regarding this proposed facility, and the development of programming documents, a <br /> preliminary/schematic design, site requirements and budget estimates. The project is anticipated <br /> to require three to four months after contract award. <br /> An evaluation review committee consisting of the Director of Asset Management Services, the <br /> Deputy County Manager, the Criminal Justice Resource Director, the Health Director, and the <br /> resident Chair of the Crisis Diversion Facility Subcommittee reviewed all proposals, interviewed <br /> two finalists, and unanimously selected the team of CPL Architects and RHA Health to perform <br /> this work.
