22 <br /> Chair Bedford said that Corey Root had data that showed approximately 10% being <br /> outside of Orange County and that mirrors national data. <br /> Rachel Waltz said she was speaking to the NC Center to End Homelessness and that by <br /> not having a daily shelter, they are exporting homelessness to surrounding communities. <br /> Commissioner Greene said if someone is not accepting the services then the providers <br /> are not asking the right questions. She said Rachel Waltz's point about distrust is very important. <br /> She said that no one is homeless on the street by choice. <br /> Commissioner Price said that the report is easy to read, and she appreciates that. She <br /> said that there are people who choose to live unsheltered, and she knew someone that wanted <br /> to live in the woods in Chapel Hill. <br /> Commissioner Greene said that would be because their faith in the system has been <br /> broken. <br /> Commissioner Price said not always because the person that she knew had access to <br /> services but preferred living that way. <br /> Rachel Waltz said there are practices that have been shown to be effective to help get <br /> someone into a safer situation. <br /> Commissioner Richards said that they must have some understanding of the person's <br /> need. She asked how they know what services are needed. She said that trying to get the count <br /> to zero, there must be something that can be done. <br /> Rachel Waltz said that back in 2017 those with lived experience of homelessness were <br /> recruited. She said they continue to do gaps analysis. She said they are discussing a funding <br /> process because they had a recommendation that while doing the point in time survey, they gather <br /> feedback. <br /> Chair Bedford said the Partnership hopes that the street outreach team will have data that <br /> is more current. She said there will be a window to interview folks experiencing homelessness, <br /> especially chronic homelessness. She said this is done gently and in a trauma-informed manner. <br /> Commissioner Fowler said that Orange County's rate of homelessness is lower than the <br /> national average. She asked if that means we are doing something particularly well or is it a <br /> function of the county's attributes and ruralness. <br /> Rachel Waltz said the prime drivers are lack of income, lack of affordable housing, and <br /> lack of support. She said that within Orange County, there is better coverage of the county <br /> because of the street outreach team. She said that by not having same day shelter access, <br /> individuals leave the county to access services elsewhere. <br /> Chair Bedford said the Board will have some tough choices to grapple with for funding <br /> priorities. <br /> 8.
