21
Slide #18
Please let me know if I can present to your
group,or provide further info
•Rachel Waltz
•rwaltz@orangecountync,gov
• (919) 245-2496
SfSflElihip{A
"SfnJllnnupr.vmc
Commissioner Greene asked if the Town of Chapel Hill made recent steps towards 24
accessible bathroom facilities.
Rachel Waltz said yes, that they voted for enhanced facilities.
Commissioner Greene asked if Project Connect still exists.
Rachel Waltz said Project Connect will not occur in 2023. She said that the service
providers really do the work of Project Connect daily.
Commissioner Greene said that was her thought and a service center could be a place
where there are household goods people could access. She wondered if there was a path
towards that.
Rachel Waltz said she was at IFC and there is increased services. She said that the
housing helpline is there once a week, and the housing support team is here. She said they are
examining how they can develop other partnerships on site at IFC.
Commissioner Richards asked if all the gaps are filled, if the homelessness count would
reach zero. She asked how the point in time count was conducted.
Rachel Waltz said that filling all the gaps would present a systematic response. She said
that they would never prevent a housing crisis. She said that if there is one, then it is easily
identified, they are linked with service provider partner, financial supports to relocate are available,
and there are units identified so that those in crisis return to their own place within 30 days.
Commissioner Richards said a point in time count might never get to zero, but the county
would have adequate resources in place so that they are addressed within 30 days.
Commissioner Hamilton said she was interested in a more detailed description of those
experiencing homelessness. She said that she would like to know the details about those coming
into homelessness and those who repeat. She said she would like to see who they are serving
and if it is people who cannot otherwise navigate themselves and those with the most need. She
said it would be beneficial to see the inflow.
Rachel Waltz said that age in particular would be helpful. She said they had data on
household income, health insurance, and the number of health conditions folks may have. She
said that a shelter can work very well for some and connect them to employment and health care.
She said that those who live unsheltered have a history of distrust with systems and organizations.
She said there is not choice in those scenarios. She said those individuals are working with their
street outreach team.
Commissioner Hamilton said she would like to see a detailed breakdown of those
experiencing long-term homelessness and those who are not.
