:303 <br />At 2 o'clock p.m. the Board reconvened in the newly renovated County Agriculture <br />Building for an inspection of the premises. After completion of this inspection the <br />Board was joined by Mr. Crampacker, the general contractor, and Mr. Addision, a <br />representative of Arabia R. Davis, the Architect for said building. The Board <br />expressed satisfaction with the performance of the contractors. Except for'e' <br />check list of twenty one (21) minor items the Abard felt that the contract was <br />complete. <br />Chairman Stanford temporarily left the meeting and Vice Chairman Bennett <br />assumed the chair. <br />Upon motion of Commissioner Walker, seconded by Commissioner Cleveland, and <br />unanimously adopted, the County Agriculture Building renovation and the addition <br />thereto was accepted with the exception of the items shown on the check list. <br />Chairman Stanford returned and assumed the responsibility of the chair. The <br />Board was then joined by Don S. Matheson, County Farm Agent, and Mr. Mintz, District <br />Farm Agent. Mr. Mintz informed the Board of the impending resignation of Mr. <br />Matheson on July 1, 1963. <br />During a discussion of the selection of a successor to Mr. Matheson, Chairman <br />Stanford, informed the Board he had been advised by some parties that they felt <br />someone specializing in the dairy industry should be brought in to succeed Mr. <br />Matheson. <br />The Board advised Mr. Mintz it would appreciate his preparing a list of several <br />qualified persons that could be consideraided for interviews for the position which <br />has to be filled and requested he return with this list at the special meeting of <br />the Board which would be held on March 18th. <br />The Board returned to its regular meeting pleas to continue further business. <br />Clayton Haitheock, one of the applicants. for the position of Veterans Service <br />Officer, appeared for an interview. Chairman Stanford briefed Mr. Haitbcock on the <br />duties of the Veterans Officer. A'discussion ensued.- <br />Upon motion of Commissioner Walker, seconded by Commissioner Bennett, and <br />unanimously adopted, Thomas E. Bivins was appointed as Veterans Service Officer, at a <br />beginning salary of $294.00 per month plus 7¢ mileage with the additional duties of <br />supervisoring the janitors in the area of buildings and grounds. <br />Upon motion of Commissioner Bennett, seconded by Commissioner Cleveland, and <br />unanimously adopted, room #22 was allocated to the A.S.C. Officers and the State <br />Highway Patrol. No further action was taken on the request of Mr. Compton and Mr. <br />Norris. <br />Gilbert Craig of Rt. 2, Chapel Hill, N. C., presented a road petition for road <br />#1712. The Clerk was instructed to mail same to the State Highway Commission. <br />Upon motion of Commissioner Smith, seconded by Commissioner Walker, and unanimous- <br />ly adopted, the Clerk was instructed to write John Umateed, Jr. and request him to <br />enact a local bill which would allow the Orange. County Board of Commissioners a <br />$20.00 per diem plus V mileage. <br />The following petition was presented by Chairman Stanford. <br />TO: The Board. of Commissioners of Orange County <br />The Board of Aldermen of the Town of Cbapel Hill <br />We, the undersigned members of the Greater Chapel Hill Fire Protection District <br />Commission, in accordance with the provisions of Section 60-25.11(x) of the General <br />Statutes of North Carolina, as amended by Chapter 302, Session Laws of 1957, end <br />upon application of the owners of property in the territory hereinafter described, do <br />hereby unanimously recommend to your honorable Boards that the following described <br />territory be added to the present territory of the said District. <br />Beginning at the point where U. S. Highway 15-501 crosses Morgan <br />Creek, which point lies in the Southern boundary of the Greater Cbapel <br />Hill Fire Protection District; running thence in a Southwesterly direction <br />along the centerline of U. S. Highway 15-501 approximately 200 feet <br />to the point where the centerline of the said Highway intersects with <br />the centerline of the Farrington Mill Road; running thence in a South- <br />easterly direction along the centerline of the Farrington Mill Road <br />approximately 1200 feet, across the frontage of land owned by-Kenneth <br />Ness and wife and by Clarence Hear, to a point along the Farrington <br />Mill Road where the common boundary of the property owned by Clarence <br />Hear and the property of the Merritt Cemetery intersects with the <br />Farrington Mill Road; running thence along the common boundary of the <br />property owned by Clarence Hear and the property of the Merritt <br />Cemetery in an Easterly direction to the point where the common boundary <br />so described intersects with the common boundary of the property owned <br />by Clarence Hear and the property of the J. W. Bennett Estate toward <br />Morgan Creek, until said boundary comes to the said Morgan Creek; running <br />thence in a Northwesterly direction, along the said Morgan Creek, to <br />the beginning point; being the whole of property owned by Kenneth Ness <br />and wife and by Clarence Hear in the area described.
