302 <br />Minutes of the Board of County Commissioners <br />March 4, 1963 <br />The Orange County Board of Commissioners met in regular session on Monday, <br />March 4, 1963, in the Commissioners room at the courthouse in Hillsboro, N. C., at <br />10 o'clock a.m. <br />Members present: Chairman Donald Stanford, Commissioners Harvey D. Bennett, <br />Gordon Cleveland, Carl M. Smith and Henry Walker. <br />Members absent: None <br />The minutes of the February meetings were read by the Clerk and approved by <br />the Board. <br />The following department officials presented reports for the month of-February,. <br />1963: E. M. Lynch, Clark of Court <br />Jim Wight, Welfare Supervisor <br />Dalton Loftin, Attorney, requested in behalf of James J. Freeland, local <br />contractor, that the road running south off of 70-A sometime designated as the <br />Lawrence Road and more recently named the Rock House Road be paved. Mr. Loftin cited <br />that Mr. Freeland had built approximately 25 homes in this area and that additional <br />homes were in the planning stages. Chairman Stanford advised Mr. Loftin that a road <br />petition must be submitted before the Board could act on this request. <br />Jim Wight, Welfare Supervisor, explained that under a revised policy for certify- <br />ing families for surplus commodities a number of persons who had been receiving <br />commodies would be disqualified. Due to the fact that total household members and <br />income would have to be considered. On the basis of this plus the rather high housing <br />cost existing in the southern end of the count it was recommended that the Board of <br />Commissioners approve using scale 21 which ranges from $85.00 per month for one to <br />M0.00 for fifteen or more persons, rather than scale 1 of $75.00 per month for one <br />to $200.00 for fifteen or more persons. Mr. Wight from a survey of terminated cases <br />indicated that the number of families which would now be eligible under scale 2 who <br />bed not been eligible under scale 1 would probably be equal to the number of families <br />that would be terminated by the new policy. <br />The County Accountant pointed out that the coat to the county for additional <br />families would be lessen due to the state participation in the program. <br />Upon motion of Commissioner Cleveland, seconded by Commissioner Smith, and <br />unanimously adopted, the Welfare Board was authorized to proceed with their plan of <br />changing from the existing scale 1 to scale 2. <br />Burch Compton, A.B.C. Officer, and Mann Dorris, of the State Highway Patrol, <br />inquiried of the Board as to their decision concerning their previous request for the <br />offices formerly occupied by the Farm Agent located on the first floor of the court <br />house. Chairman Stanford advised them that this space had been allocated to the <br />Welfare Department but that the office now being used by the A.B.C. Officers could be <br />occupied by the State Highway Patrol. The matter of petitions and arrangements would <br />shave to be taken under advisement. <br />Burch Compton, Civil Defense Director, inquired of the Board as to their wishes <br />pertaining to Orange County's participation in the Civil Defense Program. He stated <br />that the program eould be as large or as small as the county wishes to make it. The <br />Board agreed that Mr. Compton should attend some of the Civil Defense conferences and <br />that from these conference be could make his report to the Board as to what program <br />he felt would beat suit the needs of the county. <br />George Levings, County Attorney, presented for the signature of the Chairman <br />of tbe.Board and the Clerk a right of way from the State Highway Commission covering <br />project #8,25359. Said right of way covered properties deeded to the county by <br />instruments recorded in deed book 90, page 29,5 and deed book 101, page 152, Orange <br />County Registry. <br />A discussion arose concerns the damages that would be caused to the county <br />property by the proposed project#8,25359. <br />Upon motion of Commissioner Bennett, seconded by Commissioner Cleveland, and <br />unanimously adopted, the Chairman of the Board and the Clerk to the Board were <br />authorized to sign right of way for project #8,25359. <br />The Tax Supervisor was ask to report on the Charles Crowder request of lest <br />month pertaining to his tax valuation. He stated that he could not recommend a <br />change in this assessment. <br />Commissioner Bennett reviewed for the Board a legislative meeting he had <br />attended in Raleigh. The Board discussed the proposed legislation as contained <br />in the Marab 1, 1963, Legislative Bullentine from the North Carolina Association <br />of County Commissioners.pertaining to the Secondard Road Committee Recommendations. <br />Upon motion of Commissioner Smith, seconded by Commissioner Bennett, and unani <br />ly adopted, the Board of Commissioners went on record as approving the transfer of <br />the coat of the Prison Department and the coat of the Department of Motor Vehicles <br />from the Highway Fund to the General Fund. <br />The Board preferred a pay as you go policy on the matter of the secondary <br />and highway building program.
