6 <br />PROJECT UNDERSTANDING <br />the County. These attributes do not affect the PCR <br />calculation but serve to provide meaningful information <br />in contract development. <br />3. Identify maintenance needs, estimate costs, and calculate pavement condition ratings for each parking lot. <br />Following the field assessment, our data management <br />and GIS personnel team will verify that each parking lot <br />and driveway has been assessed. Distresses will be <br />processed using a weighted average that accurately <br />reflects the PCR for each lot and driveway. Based on <br />the established treatment recommendations, we will <br />effectively match pavement distresses to treatment <br />recommendation and provide estimated costs for each <br />parking lot. <br />4. The production of summary tables, an alphabetical listing, and a priority listing for the inventory of County lots shall be included. <br />The Final Report will include summary tables formatted <br />both alphabetically by parking lot and numerically based <br />on PCR. The rating for each distress will be identified <br />in each summary table along with the maintenance, <br />preservation, or resurfacing treatment recommendation <br />and estimated cost. We will provide a priority listing for <br />each area of treatment recommendation. All County <br />parking lots and driveways will be evaluated based on <br />maintenance, preservation, and resurfacing needs. What <br />sets our team apart is our ability to effectively analyze <br />treatment recommendations and develop a pavement <br />management program to optimize available funding to <br />improve the condition of the entire network. <br />5. Development of separate technical reports with tables and figures to summarize the condition of County parking lots and maintenance needs. These reports contain all collected pavement data and recommended maintenance and preservation activities. <br />Our team will provide the County with appropriate data <br />and analysis through tables and figures, in a manner that <br />can easily be conveyed. The comprehensive technical <br />report will verify appropriate treatment recommendations <br />for maintenance, preservation, and resurfacing activities. <br />Based on the system analysis, reporting will include the <br />percent of each pavement distress across all parking <br />lots and driveways. Additional reporting elements will <br />include percent of the network in Good, Fair and Poor <br />condition based on established PCR scores. <br />6. A shapefile shall be provided to Orange County containing all collected pavement data, and recommended maintenance and preservation activities. <br />Our team possesses robust GIS capabilities to assist <br />the County. Summit maintains its own ArcGIS online <br />account and utilizes ArcGIS collector for pavement <br />condition survey and data collection projects. We will <br />provide an interactive GIS shapefile which includes <br />each parking lot PCR, the pavement condition survey <br />data, and recommended maintenance and preservation <br />activities. <br />QUALITY ASSURANCE/QUALITY CONTROL(RATING CONSISTENCY & DATA QUALITY) <br />Our team is an industry leader in providing clients <br />with quality deliverables on-time and on-budget. <br />We accomplish this through our internal Quality <br />Management Program which includes processes for <br />QA/QC. <br />The overall Quality Management Program will be the <br />responsibility of QA/QC Manager James Martin, who <br />will monitor the schedule and pavement condition survey <br />production. He will also oversee the post data collection <br />processing to ensure the requirements of the RFQ are <br />being met. QA will be accomplished through daily <br />monitoring of schedules and budget, weekly meetings <br />with team members, and consistent communication with <br />the County. <br />The QC for this project will include processes for <br />both pavement rating consistency and back-end data <br />quality. James will have oversight over pavement rating <br />consistency and data migration. Rating consistency will <br />be accomplished through field review and spot checks <br />of parking lots to ensure raters are accurately and <br />consistently applying the PCS assessment criteria. <br />Our verification and reporting will be managed by <br />Randall Moore. He is very familiar with PCS Criteria. He <br />has assisted with several PCS and maintenance condition <br />assessments for municipalities.
