Summit Design and Engineering Services, <br />PLLC (Summit), is pleased to submit our qualifications <br />to the County for another opportunity to serve the <br />community we live and work in. Summit has provided <br />professional engineering services to NCDOT and <br />municipalities throughout the state for 25 years. The <br />County can benefit from that experience and our deep <br />roster of highly-qualified professionals scattered across <br />the area are prepared to assist at a moment’s notice. <br />Our team will be led by Scott Capps, PE. He will be the <br />Project Manager and primary contact for the duration of <br />this contract. Mr. Capps has over 30 years of experience <br />with NCDOT and the private sector in Maintenance, <br />Engineering and Asset Management. Mr. Capps served <br />as the Division 5 Maintenance Engineer. His leadership <br />responsibilities included the six county Maintenance <br />Engineers, Roadside Environmental Unit, Equipment <br />Unit, Bridge Unit, Traffic Unity and IMAP/ITS. He <br />was responsible for oversight and accountability for <br />the Divisions Highway Maintenance Improvement <br />Program (HMIP) Contract Resurfacing and Pavement <br />Preservation Programs. <br />We understand the County’s desire to select a team <br />that has the personnel to be flexible with the County’s <br />workload and available to respond on an as-needed basis. <br />Our constantly growing number of technicians and <br />inspectors means that no matter what the project is, or <br />how many technicians/inspectors the County needs, the <br />Summit team can deliver every time. <br />Furthermore, Summit has performed similar work <br />within Orange County in the past. Our firm was the <br />prime consultant to the Town of Hillsborough for the <br />assessment and repair/repaving of roadways within the <br />Town. Services provided include: <br />• Performance of Pavement Condition Survey <br />• Review and adjustment of parking lot priorities <br />• Cost estimation for repairs and overlays <br />• Preparation and advertisement of all bid documents <br />• Inspection and testing to NCDOT specifications <br />• Consultation for contract resurfacing and pavement <br />preservation related to the survey recommendations <br />Our team is exceedingly interested in providing on- <br />call repair/repaving services to Orange County.
