22 <br /> 1 Chair Bedford said that Corey Root had data that showed approximately 10 being outside <br /> 2 of Orange County and that mirrors national data. <br /> 3 Rachel Waltz said she was speaking to the NC Center to End Homelessness and that by <br /> 4 not having a daily shelter, they are exporting homelessness to surrounding communities. <br /> 5 Commissioner Greene said if someone is not accepting the services then the providers <br /> 6 are not asking the right questions. She said Rachel Waltz's point about distrust is very important. <br /> 7 She said that no one is homeless on the street by choice. <br /> 8 Commissioner Price said that the report is easy to read, and she appreciates that. She <br /> 9 said that there are people who choose to live unsheltered, and she knew someone that wanted <br /> 10 to live in the woods in Chapel Hill. <br /> 11 Commissioner Greene said that would be because their faith in the system has been <br /> 12 broken. <br /> 13 Commissioner Price said not always because the person that she knew had access to <br /> 14 services but preferred living that way. <br /> 15 Rachel Waltz said there are practices that have been shown to be effective to help get <br /> 16 someone into a safer situation. <br /> 17 Commissioner Richards said that they must have some understanding of the person's <br /> 18 need. She asked how they know what services are needed. She said that trying to get the count <br /> 19 to zero, there must be something that can be done. <br /> 20 Rachel Waltz said that back in 2017 those with lived experience of homelessness were <br /> 21 recruited. She said they continue to do gaps analysis. She said they are discussing a funding <br /> 22 process because they had a recommendation that while doing the point in time survey,they gather <br /> 23 feedback. <br /> 24 Chair Bedford said the Partnership hopes that the street outreach team will have data that <br /> 25 is more current. She said there will be a window to interview folks experiencing homelessness, <br /> 26 especially chronic homelessness. She said this is done gently and in a trauma-informed manner. <br /> 27 Commissioner Fowler said that Orange County's rate of homelessness is lower than the <br /> 28 national average. She asked if that means we are doing something particularly well or is it a <br /> 29 function of the county's attributes and ruralness. <br /> 30 Rachel Waltz said the prime drivers are lack of income, lack of affordable housing, and <br /> 31 lack of support. She said that within Orange County, there is better coverage of the county <br /> 32 because of the street outreach team. She said that by not having same day shelter access, <br /> 33 individuals leave the county to access services elsewhere. <br /> 34 Chair Bedford said the Board will have some tough choices to grapple with for funding <br /> 35 priorities. <br /> 36 <br /> 37 8.
