11 <br /> CFE Comments:The CFE expressed appreciation for the proposed project's focus on reducing single use <br /> plastic waste, however the CFE gave this project a low ranking because they did not think this would <br /> produce as much "bang for the buck". It would reduce plastic waste but not fossil fuel use in Orange <br /> County. It was mentioned that it was a worthwhile proposal and that they could reapply next year. <br /> HRC Comments: Overall,the HRC felt that the ArtsCenter does great work but they felt this particular <br /> project needed to build out the social justice aspect more. They suggested making a better tie in to how <br /> the filling stations could help kids on a scholarship, how minority families can save money, or how <br /> homeless could get access to the filling stations. <br /> School Applicants: <br /> #1 Ranked Project—Chapel Hill Carrboro City Schools- Emission Reductions Through HVAC <br /> Replacements <br /> Applicant(Collaborators): Chapel Hill Carrboro City Schools(Duke Energy and Piedmont Electric <br /> Cooperative) <br /> Funding Requested: $368,000 <br /> Recommended Funding Level: $275,075 <br /> Total Score (out of 26 points): 19 <br /> Project Description: "CHCCS is requesting funding of any or all of the following projects:The purchase of <br /> a variable frequency drive (VFD) to be applied to Phillip Middle School's cooling tower and McDougle <br /> Elementary's 16 air handler units, in addition to 5 replacement 14 SEER 2.5 ton heat pumps at Culbreth <br /> Middle School and 12- 14 SEER wall mounted heat pumps at Seawell Elementary School." <br /> Project Benefits: "CHCCS total energy consumption equates to 15,388 tons of omitted greenhouse <br /> gasses each year. CHCCS is mindful of its role as one of the largest energy consumers and contributors <br /> of greenhouse gasses in Orange County and seeks to reduce its carbon footprint. The proposed projects <br /> would lead to several primary benefits with many ancillary benefits including: reduction in greenhouse <br /> gas emissions (286 tons/year), annual energy savings (up to$54,201/yr), lower demand profiles, <br /> beneficial electrification opportunities, improved indoor air quality, reduced noise and occupant <br /> comfort." <br /> CFE Comments:The majority of the CFE felt this was a worthwhile project, however moving forward, <br /> the CFE intends to make recommendations for the BOCC to consider regarding distribution of grant <br /> funding for the schools which may include: Identifying and proposing a suite of projects for the schools <br /> to consider and simplifying the grant application to make it easier for school districts to take advantage <br /> of these funds. The CFE recognized that school staff capacity is a limiting factor and Orange County <br /> Schools do not have dedicated sustainability staff. <br /> HRC Comments:The HRC was supportive of this project and felt that it benefited everyone overall.They <br /> would have liked to have seen more engagement with marginalized communities specifically. <br /> Grant Dollars Requested Per Metric Ton of Greenhouse Gas Emissions Reduced During Project <br /> Lifetime: $86.00 <br />
