The remaining funds will be identified on future budget <br /> amendments to support other capital or one time spending needs. <br /> SOCIAL JUSTICE IMPACT: There is no Orange County Social Justice Goal impact associated <br /> with this item. <br /> FINANCIAL IMPACT: This budget amendment provides for the allocation of $12,000,000 in <br /> General Fund reserves for the amounts as referenced in the Abstract narrative. The amendment <br /> creates the Debt Service Fund with an initial budget of $6,000,000. The School Capital Reserve <br /> Fund will increase by $3,500,000, and the County Capital Reserve Fund will increase by <br /> $2,500,000. <br /> ENVIRONMENTAL IMPACT: There are no Orange County Environmental Responsibility Goal <br /> impacts associated with this item. <br /> RECOMMENDATION(S): The Manager recommends the Board approve Budget Amendment#5- <br /> A for Fiscal Year 2022-23 to allocate $12 million in excess fund balance to the following funds: <br /> • $6 million to create and fund a new Debt Service Fund; <br /> • $3.5 million to the School Capital Reserve Fund; and <br /> • $2.5 million to the County Capital Reserve Fund. <br />
